COOK COUNTY, ILLINOIS

Devonte Goens, a 16-year-old resident of Chicago was con-victed of killing a woman in Benton Harbor, Michigan and was sentenced to 20 years in prison. A newspaper article in the “South Bend Tribune” supplied the details:

“Devonte Goens, a 16-year-old convicted murder from Chicago, had the next 20 years of his life planned for him in Berrien Trial Court Monday. Last month, Goens confessed to second-degree homicide for shooting and killing a woman in Benton Harbor last summer, then with a friend tried disposing of the body by incinerating it in a makeshift barbecue pit.

To Berrien Trial Judge Paul Maloney, it was a crime of ‘unspeakable violence,’ committed by a young man de-ceived by the allure of drug commerce and violence.

‘It’s another example of violent death . . . because of drug trafficking,’ Maloney said. ‘This is another exam-ple of a young person committing a murder . . . an adult crime.’

The judge sentenced Goens to a minimum of 20 years in prison, but said he would have extended the minimum were it not for the 20-year cap contained in Goens’ plea agreement reached with prosecutors last month. As it is, Goens will serve at least 20 years , will not be eligible for parole until he does, but will not serve more than 80 years, Maloney said.

In court Monday, Goens showed no emotion, and barely managed a wave to his mother, father and siblings as a bailiff led him from the courtroom. However, in a letter submitted to the court Monday, Goens apologized to the family of the victim, Shona R. Williams, and said he was sorry for his actions.

For most people involved in the case, there are few logical explanations behind the shooting and the grue-some manner Goens and his co-defendant, William Har-vey, tried to dispose of the body. Statements from both men indicate the violence stemmed from a quarrel over drug money and stolen jewelry.

Authorities say it’s clear from interviews with both men that Harvey hatched the plan to kill Williams and sup-plied the gun. It was Goens, they say, who pulled the trigger sometime late afternoon on Aug. 17, after all three had returned to the Maple Street home Williams was renting.

Williams was shot once in the neck and died immediately. But just before leaving the house to return home to Chicago, Goens and Harvey rolled Williams’ body inside a rug, hauled the body to the back yard and placed it inside a 500-gallon, steel barbecue pit. One of them soaked the rug with gasoline then lit it on fire.

The fire was discovered by a Benton Harbor policeman on routine patrol of the neighborhood. The body was not discovered until firefighters doused the blaze. The body was burned beyond recognition and pathologists needed dental records to determine an identity.

Goens and Harvey, 19, friends since childhood, were arrested just days after the incident by Chicago police. For weeks leading up to their trials, the two men tried pinning the crime on the other. But on the eve of his trial last month, Goens pleaded guilty to second-degree hom-icide and agreed to testify against Harvey as part of a deal with prosecutors. In return, prosecutors agreed to a minimum sentencing cap of no more than 20 years. Three weeks later, on the day of his trial, Harvey also pleaded guilty to second-degree homicide. He will be sentenced May 1.”

MADISON COUNTY, ILLINOIS

Pvt. William A. Goins of Company C, 43rd Confederate Tennessee Infantry Regiment was captured May 4, 1863 at Grand Gulf, Mississippi. He was imprisoned at the Federal Military Prison at Alton, Illinois. He died there July 2, 1864 “of chronic diarrhea” and was buried on the prison grounds.

The Alton prison opened in 1833 as the first Illinois State Penitentiary and was closed in 1860, when the last prisoners were moved to a new facility at Joliet. By late in 1861 an urgent need arose to relieve the overcrowding at two St. Louis prisons. On December 31, 1861, Major General Henry Halleck, Commander of the Department of the Missouri, ordered Lieutenant-Colonel James B. McPherson to Alton for an inspection of the closed penitentiary. Col. McPherson reported that the prison could be made into a military prison and house up to 1,750 prisoners with improvements estimated to cost $2,415.

The first prisoners arrived at the Alton Federal Military Prison on February 9, 1862, and members of the 13th U.S. Infantry Regiment were assigned as guards, with Col. Sidney Burbank commanding.

During the next three years over 11,764 Confederate prisoners would pass through the gates of the Alton Prison. Of the four different classes of prisoners housed at Alton, Confederate soldiers made up most of the population. Citizens, including several women, were imprisoned here for treasonable actions, making anti-Union statements, aiding an escaped Confederate, etc. Others, classified as bushwhackers or guerillas, were imprisoned for acts against the government such as bridge burning and railroad vandalism.

Conditions in the prison were harsh and the mortality rate was above average for a Union prison. Hot, humid summers and cold Midwestern winters took a heavy toll on prisoners already weakened by poor nourishment and inadequate clothing. The prison was overcrowded much of the time and sanitary facilities were inadequate. Pneumonia and dysentery were common killers but contagious diseases such as smallpox and rubella were the most feared.

Up to 300 prisoners and soldiers died and are buried on the island, now under water. A cemetery in North Alton that belonged to the State of Illinois was used for most that died. A monument there lists 1,534 names of Confederate soldiers that are known to have died. An additional number of civilians and Union soldiers were victims of disease and illness.

The prison closed July 7, 1865 when the last prisoners were released or sent to St. Louis. The buildings were torn down over the next decades and the land was eventually used by the city as a park named after the Joel Chandler Harris character, “Uncle Remus,” from “Song of the South.”

MONROE COUNTY, ILLINOIS

An excerpt from “History of Randolph, Monroe, and Perry
Counties, Illinois” published in 1883, gives a glimpse of the
difficulties early settlers in the New Design community had.

“In the years 1796 and 1797 important additions were made in the NewDesign settlement. Soloman shook and Mr. Borer arrived from Virginia in 1796, and the next year witnessed the coming of a large colony from the county adjacent to the south branch of the Potomac and Hardy county, Virginia. A year or so previous David Badgeley, Leonard Carr, Daniel Stookey, Abraham Eyeman, Mr. Whetstone and Abraham Stookey, made the journey
from Virginia on horseback and thoroughly explored the county with the view
of selecting a good location for their neighbors in Virginia. David
Badgeley, who was a Baptist preacher, held religious meetings in the
American settlements.
The summer in 1797 was uncommonly wet and rainy, and the streams
between Fort Massacre and Kaskaskia were all swollen beyond their banks.
After arranging their wagons and horses and making all things ready for the
journey, they sent out from Fort Massacre for New Design. The ravages of
disease carried off almost one half of this Virginia colony during the first
summer and fall of their arrival. The prevailing sickness was a malignant
fever supposed to be contagious. Scarcely a household but mourned the loss
of one or more of its members.
After 1797 the county was healthy, and that part of the colony which
remained did well, and many furnished many valuable citizens. The Carr,
Stookey, Eyeman, Shook, Mitchell, Clark, Badgeley, Teter, Miller and other
families left numerous respectable descendants. About 1800 many, among whom
were Edward and Thomas Todd, moved from New Design to the American Bottom.
The neighborhood of the present city of Belleville in St. Clair county
received a number of early settlers from this colony.

Samuel H. Gowen appeared as the head of a household in the 1830 census of Monroe County, page 209.

The baby, a “male,” was shown as their fifth child. Both parents were “born in Ohio.” E. R. Stoner of Griggsville was the medical attendant.

They were enumerated in the 1900 census of Pike County, Illinois in Enumeration District 115, page 6 on June 5, 1900 in the Griggsville township:

“Goings, John L. 58, white male, born in April 1842 in
Ohio, father born in Ohio, mother
born in Delaware, teamster, mar-
ried 36 years, literate, owns home,
unemployed 3 months during year
Sarah C. 58, white female, wife, born in Janu-
ary 1842 in Ohio, father born in
Maryland, mother born in Dela-
ware, married 36 years, mother of
7, 4 living, literate
Louella R. 20, white female, single, born in July
1879 in Illinois, father born in
Ohio, mother born in Ohio,
illiterate”

Two errors appeared in the birth registry. Louella R. Goings who was born in “July 1879” was the “male” who was born July 29, 1879. Her father most likely was John L. Goings, not “James L. Goings.

“Gowen, William 63, born in Pennsylvania, farmer

Lacy, Rebecka 26, born in Maryland

Rebecka Lacy [nee Rebecka Gowen ?] is believed to be the daughter of William Gowen and Mary Gowen since she was living in their household in 1850. Apparently she had married about 1843, lived in Illinois for one year, then moved to Missouri until 1849. It is possible that her husband was deceased, but it is likely that he joined the 49’ers on a trek to the California goldfields.

Melissa Goings was indicted for murdering her husband in 1857 in Metamora, Illinois and was meeting with her attorney, Abraham Lincoln at the Woodford County Courthouse when he gave her some “legal advice,” according to the “Pentagraph,” a newspaper published in Bloomington, Illinois:

“Imagine it’s 1857 in Metamora. An inviting, two-story red brick building stands next to the town square. Be-neath its graceful cupola, behind four white columns, the business of the eighth judicial circuit is taking place. Clients and lawyers are clustered in knots – on stair-ways, in hallways, out on the lawn.

Abraham Lincoln is meeting with 70-year-old client Melissa Goings. Goings is accused of murdering her husband, a well-to-do, 77-year- old farmer. Testimony indicates that he was choking her and she broke loose, got a stick of stove wood, and fractured his skull. The victim, who had a reputation for hard drinking and a bad temper, died two days later.

Goings was free on $1,000 bail and awaiting trial when she met with Lincoln at the courthouse on October 10, 1857. According to Carl Sandburg’s version of this story, “Mrs. Goings was granted time for a short con-ference with her lawyer, Mr. Lincoln. Then she left the courthouse, and was never again seen in Metamora.”

Mrs. Goings’ disappearance is an often-told bit of Lin-coln lore. Sandburg tells it this way: “A court bailiff, Robert T. Cassell, later said that when he couldn’t pro-duce the defendant for trial, he accused Lincoln of ‘run-ning her off.’ Lincoln replied, “Oh no, Bob. I did not run her off. She wanted to know where she could get a good drink of water, and I told her there was mighty good water in Tennessee.’”
